Steve McCullough, Jim Dinell and Mike Tait have transitioned to new roles at AllTranstek, LLC, a North American third-party, non-asset-based rail fleet management provider. Also, CSX’s Arthur Adams and Norfolk Southern’s (NS) D’Andrae C. Larry have earned spots on Savoy magazine’s 2022 list of Most Influential Black Executives in Corporate America; and the New York Metropolitan Transportation Authority (MTA) has appointed two Co-Chairs for its Blue-Ribbon Panel to combat fare and toll evasion.

AllTranstek, LLC has restructured its Technical Services Department, elevating Steve McCullough to Vice President of Technical Services, succeeding Jim Dinell, and promoting Mike Tait to Director of NDT (Nondestructive Testing) and Welding. McCullough and Tait each have more than 30 years of rail industry experience. McCullough holds NDT Level III certifications in VT, MT, PT, LT and RT, and Tait in IR, LT, PT, MT and VT. Tait also holds a CWI from the American Welding Society.

Dinell, at his request, has transitioned to Director of Technical Services and Business Development, according to the company. In this new role, Dinell will help grow the AllTranstek Technical Services Department in areas outside the rail industry. He will also retain his current duties as the ASNT NDT Level III for many AllTranstek customers. Dinell has 35 years of rail industry experience (40 years in the NDT field) and has his NDT Level III in LT, MT, PT, UT, RT, IR, VT and AE. He also holds a SCWI from the American Welding Society. 

“We believe these changes will leverage the incredible talent already on this team to better serve our clients now and well into the future,” AllTranstek President Jeff Wilson said.

“Jim has been instrumental in helping create and grow AllTranstek’s Technical Services Department into the premier Technical Services Provider in the rail industry,” continued Wilson, “and we look forward to working with Jim in this new capacity for many years to come.”

Savoy has named CSX Senior Vice President of Sales and Marketing Arthur Adams and NS Group Vice President, International Intermodal D’Andrae C. Larry to its 2022 list of the 333 Most Influential Black Executives in Corporate America. In selecting the top executives, the African American business and lifestyle magazine screened more than 500 candidates based on corporate sector influence, scholastic achievement, career growth, community outreach and recognition, according to CSX.

Also on the list: Sharon Barner, Vice President, Chief Administrative Officer and Corporate Secretary for Cummins Inc.; Michael C. Brown, Executive Vice President and General Manager, Florida for Skanska USA Building Inc.; Jeff Gallimore, Chief Operations Officer, U.S. National Accounts for Zurich North America; Drew D. Jeter, Executive Vice President and Chief Executive, Global Program Management at AECOM; Yvette Morrison, Head of Global Marketing and Brand at Caterpillar Inc.; Graham Robinson, Senior Vice President and President, Industrial for Stanley Black & Decker; Daryl Roberts, Chief Operations and Engineering Officer at DuPont; and Dantaya Williams, Chief Human Resources Officer at Raytheon Technologies.

Adams joined CSX in 2007, and is now responsible for leading the Class I railroad’s Merchandise business portfolio, which includes the Agriculture and Food, Chemicals, Fertilizers, Paper and Forest, Metals, and Minerals markets. He also oversees the company’s Business Development team. Previously, Adams was Senior Vice President of Sales, responsible for leading the railroad’s Merchandise sales teams as well as Customer Solutions and TRANSFLO. He serves on the Board of Directors of nonprofit Communities in Schools of Jacksonville, Fla., and on the Florida Council of UNCF.

NS’s Larry has more than 25 years of railroading experience. He leads the Class I railroad’s strategy for transporting containerized freight throughout its International Intermodal network. Prior to joining NS in 2020, Larry served BNSF, holding senior sales leadership roles. He started his career in field operations, managing intermodal terminals.

MTA has named Rosemonde Pierre-Louis, Executive Director of the McSilver Institute for Poverty Policy and Research at New York University (NYU), and Roger Maldonado, Partner at Smith Gambrell LLP, as Co-Chairs of its Blue-Ribbon Panel, which was created in April to combat fare and toll evasion. MTA said the panel “is focused on developing a better understanding of the evasion issue and developing new strategies that encourage fare and toll payment with attention to issues of education, equity, enforcement and environment (facility design and transit technology).”

According to MTA, the panel is reviewing social science research on the causes and mitigation of payment evasion; visiting MTA facilities to observe operations, fare control systems and enforcement activities; assessing current subsidy programs for riders and how those programs can be improved; conducting focus groups; engaging with the design, construction and technology communities to look at how, for example, subway station entrances, exit gates, and fare control mechanisms can be employed to reduce evasion; and engaging with police, district attorneys and public interest legal organizations to review current approaches to enforcement and consider how those approaches can be improved. A panel report with recommendations is expected this fall.

Farebox and toll revenue account for approximately 40% of the MTA’s operating budget, according to the agency, which noted that payment evasion has recently spiked to more than 12% on the subway and more than 31% on New York City Transit buses. Evasion on MTA’s nine tolled bridge and tunnel crossings this year accounts for an estimated at $50 million in losses, due to fake and obscured license plates designed to evade tolling cameras, MTA reported. The panel is looking at these issues as well as at fare compliance on MTA’s Metro-North Railroad and Long Island Rail Road.

“Rose Pierre-Louis and Roger Maldonado are bringing years of invaluable experience from their diverse and successful careers,” said MTA Special Counsel Jeremy Feigelson, who leads MTA staff support for the panel. “Their previous work in public service and leadership positions align with the foundational goals of the MTA’s ‘Fareness’ Blue-Ribbon Panel to bring fresh eyes to this issue, and we look forward to their leadership and that of the panel, comprised of professionals who come from across the New York area and from many different backgrounds.”
