Herzog Hires Chief Strategy Officer

LeAnna Gutierrez Cumber has joined rail and heavy/highway contractor Herzog as Chief Strategy Officer. She will work to expand the St. Joseph, Mo.-based company’s capabilities and reach, including helping customers obtain project financing.

Previously, Cumber served as Council Member for Jacksonville, Fla., the 12th largest city in the United States and the largest in Florida. She also ran a transportation consulting firm for more than 14 years, providing assistance and strategic advice to private transportation companies, as well as state and local governments to secure financing for port, rail, and highway projects through grants and loan vehicles. Her experience includes leading successful U.S. Department of Transportation (USDOT) grant and loan pursuits, including state infrastructure bank loans, and providing government relations and business development services. Prior to this, Cumber worked in Washington, D.C., as an Associate at Baker Botts LLP; Legislative Counsel with USDOT’s Office of Inspector General; and Legislative Counsel in the U.S. Senate. Cumber received her law degree from the USC Gould School of Law.
