STB to Prepare EIS for Proposed Eagle Pass Rail Line

The Surface Transportation Board’s (STB) Office of Environmental Analysis on March 29 issued a Notice of Intent to prepare an Environmental Impact Statement (EIS) in connection with Green Eagle Railroad, LLC’s (GER) proposed construction and operation of an approximately 1.335-mile rail line in Maverick County, Tex., extending from the southern border of the United States and connecting to Union Pacific (UP) at approximately milepost 31 on the Eagle Pass Subdivision.

STB Issues Draft EA for UP’s Proposed Arizona Line

The Surface Transportation Board’s (STB) Office of Environmental Analysis (OEA) on May 31 released a Draft Environmental Assessment (EA) for Union Pacific’s (UP) proposed new six-mile single-track rail line in Mesa, Ariz. It analyzes the potential environmental and historic impacts of the line, which would link UP’s Phoenix Subdivision main line to industrial properties southeast of the Phoenix-Mesa Gateway Airport.

STB Extends Public Comment Period for Proposed CP-KCS Merger Draft EIS

In response to a request from “affected communities,” the Surface Transportation Board’s (STB) Office of Environmental Analysis (OEA) issued on Sept. 6 a notice extending the deadline for public comments on the Draft Environmental Impact Statement (EIS) for the proposed acquisition of Kansas City Southern (KCS) by Canadian Pacific (CP) to Oct. 14.

Draft EIS Released for CP-KCS Merger Proposal

The Draft Environmental Impact Statement (EIS) analyzing Canadian Pacific Kansas City’s (CPKC) potential impacts on the environment was issued Aug. 5 by the Surface Transportation Board (STB); comments are due by Sept. 26, 2022.

Surface Transportation Board Chairman Martin J. Oberman on March 3 announced that he has selected Danielle Gosselin to lead the Office of Environmental Analysis.

STB: Gosselin Assumes OEA Director Role

Danielle Gosselin has been appointed Director of the Surface Transportation Board’s Office of Environmental Analysis (OEA), following service in an acting capacity since January 2021.

In September 2021, Canadian Pacific and Kansas City Southern agreed to combine, forming Canadian Pacific Kansas City, the first U.S.-Mexico-Canada rail network. The Surface Transportation Board on Nov. 23, accepted for consideration their merger application.

The Surface Transportation Board’s Office of Environmental Analysis (OEA) is moving forward with its assessment of Canadian Pacific Kansas City’s (CPKC) potential effects on the environment.
