The National Transportation Safety Board (NTSB) is “at full strength” following Senate confirmation and swearing in of Alvin Brown and J. Todd Inman, filling two vacancies and bringing the board to its full complement of five members. Brown’s term is through 2026; Inman’s term runs through 2027. While NTSB member terms are five years, each are filling existing slots.

The NTSB had been functioning with three board members since the departure of Vice Chairman Bruce Landsburg in December. Brown and Inman join Chair Jennifer Homendy and board members Michael Graham and Tom Chapman.

Brown comes from the U.S. Department of Transportation, where he served as Senior Adviser for Community Infrastructure opportunities. From 2011 to 2015, he was mayor of Jacksonville, Fla. Earlier, he served as Executive Director of the White House Community Empowerment Board and was a senior adviser to former Commerce Secretary Ron Brown. He earned a bachelor’s degree and a master’s degree in business administration from Jacksonville University, as well as master’s degree from the Duke University Divinity School.

Inman was at APCO Worldwide since July 2022. Before that, he served as Secretary of the Florida Department of Management Services. He was also a Senior Adviser and Chief of Staff to former Transportation Secretary Elaine Chao. Earlier, Inman was an independent contractor agent for State Farm Insurance Companies and was in the special investigative unit for State Farm Mutual Automobile Insurance. He was also an instructor for the National Fire Academy regional delivery program of arson detection for first responders. Inman received his bachelor’s degree from the University of Mississippi.

“I’m honored to have been appointed and confirmed to the NTSB and look forward to continue working to improve transportation safety,” Brown said. “The NTSB is the international gold standard.”

“It is an honor to join the amazing team at the NTSB,” Inman said, who was ceremonially sworn in Chao. “I look forward to working with the other members of the board in the pursuit of safety.”

“I am pleased to have Alvin and Todd join our board and share their depth of experience in pursuing our mission of keeping people safe in every mode of transportation,” said Homendy.
