Parsons has named W. Scott Harral, P.E., CCM, as its western sector railroad construction manager. He will be responsible for overseeing the construction of rail and transit systems projects in the western U.S.

Harral has more than 30 years of experience in transportation and construction management, with an emphasis in rail projects. He has managed billion-dollar programs, represented owners, and acted as an agency construction manager. Some of his significant projects include the $2.4 billion Alameda Corridor rail program and the $1.3 billion Red Line Subway Segment II, both in Southern California.

Harral holds a master’s degree in civil engineering from the University of Illinois, a master’s degree in business administration from the New York Institute of Technology, and a bachelor’s degree in civil engineering from the U.S. Coast Guard Academy. He is a registered professional engineer and construction manager and maintains affiliations with several industry associations.

“We are excited for Scott to join us,” said Todd Wager, Parsons group president. “His extensive experience in transportation and construction management will certainly contribute to Parsons’ continued success in the rail and transit industry.”
