Gannett Fleming elevates two

Bryan P. Mulqueen, PE (pictured) has been named director of Transit & Rail. Based in the Raleigh, North Carolina, office, Mulqueen serves as a vice president in the company and a project principal for the firm’s most critical transit projects.

“With 30 years of industry experience, Mulqueen has made a name for himself at Gannett Fleming since joining the firm just five years ago,” the company said. “He first served as a senior project manager and director of transit & rail for the Delmarva and Southeast Regions, overseeing large multidisciplinary teams for major transportation infrastructure projects across the U.S. He then rose to national manager of the Transit & Rail Practice, which provides a forum for transit and rail personnel to develop common design strategies and standards for project implementation. Mulqueen now takes the reins as director of Transit & Rail, one of the fastest-growing operations in the firm. In this role, he is responsible for the operational management, business development, strategic growth, and profitability of the firm’s transit and rail interests.”

A registered engineer in Pennsylvania, Maryland, New Jersey, District of Columbia, and North Carolina, Mulqueen holds a bachelor of science in civil engineering from the University of Pittsburgh. Active in professional organizations, he is a member of the American Railway Engineering and Maintenance-of-Way Association and the American Society of Civil Engineers.

David A. Boaté, PE, (lower photo) has been named a senior associate. Based in the firm’s Newark, N.J., office, Boaté is a vice president and director of transit and rail for Gannett Fleming’s Northeast Region. “With almost 30 years of engineering and leadership experience, Boaté is accomplished in the planning, design, and management of rail and mass transportation projects and business initiatives,”the company said.

“Dedicated to the advancement of the industry, Boaté is president of the Public Transportation Chapter of the Transportation Research Forum (TRF), an independent organization of transportation professionals with the goal of serving as a common ground for information, research, and idea exchange in the passenger and freight transportation industries,”Gannett Fleming noted. “The Public Transportation Chapter focuses on research, policy issues, and applications for public transportation modes such as bus, paratransit, and bus rapid transit systems; street car, light rail, and heavy rail transit systems; commuter and intercity railroad systems; urban circulators, and automated people movers. Boaté also is the executive vice president of TRF’s New York Chapter.”

Boaté is secretary of the American Public Transportation Association’s (APTA) Research & Technology Committee and is a graduate of Leadership APTA’s 2008-2009 class. He also serves as a mentor in APTA’s Early Careers Program, providing guidance to middle managers in the public transportation industry. In addition, he has served on the Transportation Research Board’s (TRB) Rail Transit Infrastructure Committee AR 055 for more than 12 years.

A registered professional engineer in multiple states, Boaté holds a bachelor of science in urban and environmental engineering from the University of North Carolina at Charlotte. Boaté also is a member of the American Society of Civil Engineers, Women’s Transportation Seminar, and the Metropolitan Railway Club.
