Paula Gartner joins Stantec to lead the global design and engineering firm’s transportation business in the Gulf Coast states. Also, Terry Snow takes on the role of Vice President and Business Unit Leader, South Carolina at STV, a professional services firm that plans, designs and manages infrastructure projects across North America.

Paula Gartner is responsible for managing and growing Stantec’s transportation business in the Gulf Coast region. She served previously as Senior Vice President, Northern California District Leader for WSP USA.

With more than 30 years of engineering consulting experience, Gartner has led transportation, energy, water, planning, buildings, survey, utility coordination, and site civil teams in small and global firms across multiple states. Additionally, she has led operations and business development, acquisition integrations, and reorganization efforts while building inclusive teams that serve both clients and communities, according to Stantec, which noted that she has worked on a San Francisco Bay Area Rapid Transit District (BART) extension project in California.

Gartner is a graduate of the University of Vermont and Vermont Technical College, and earned a certificate from the Kelley School of Business at Indiana University. She holds professional engineering licenses in multiple states, and is a LEED accredited professional. She has held numerous board positions, most recently focusing on policy boards in San Francisco and the Bay area, including the Bay Area Council, Bay Planning Coalition and East Bay Leadership Council.

“Paula brings a strong engineering consulting background to the region, and she will provide the leadership needed to deliver strong results for our clients,” said Dave Sauve, who earlier this year became Transportation Business Line leader for Stantec in North America. “Texas and Florida represent particularly strong growth markets for us, and Paula’s oversight and technical expertise will allow us to increase our presence in this important geography.”

As Vice President and Business Unit Leader, Terry Snow will focus on enhancing STV client relationships and leading the firm’s transportation expansion in South Carolina—from client services and financial performance to project oversight.

Prior to joining STV, Snow dedicated more than 35 years to developing business strategy at the national, regional and local levels. Most recently, he served as Senior Vice President at Gannett Fleming, offering planning, design, technology and construction services. He is a member of the Raleigh (N.C.) Chamber of Commerce Board of Advisors, North Carolina Economic Development Association, American Council of Engineering Companies in South Carolina, and American Society of Highway Engineers in South Carolina. Snow received his Bachelor of Science in Civil Engineering from North Carolina State University.

“Terry’s proactive approach to market diversification and deep knowledge of South Carolina’s transportation will help STV make communities better,” said Jerry Stump, President of Transportation for the South/Central Region of STV, which has worked on such projects as the CATS Blue Line Light Rail Extension in Charlotte, N.C., and the $120 million US 17 Bypass at SC 707/Farrow Parkway in Myrtle Beach, S.C. “His trusted relationships with industry leaders, local public officials and private clients will help us expand and invest in our capabilities.”

In a related development, Liz Justison recently became STV’s Transportation West Operating Group President.
