Indiana Rail Road Company (INRD) announces the retirements of two senior executives, and California’s North County Transit District (NCTD) elevates a veteran employee to Security Director.

INRD

On March 31, Senior Vice President and Chief Financial Officer Micheal D. Engel and Vice President, Business Development Larry F. Kaelin retired from INRD, Railway Age’s 2012 and 2018 Regional of the Year that runs in southwest Indiana and eastern Illinois. “Their contributions and leadership have been pivotal to the success of INRD during the decades of their tenure,” the railroad reported April 4.

Engel joined the 500-mile regional in 1990 and held a variety of positions within multiple departments, including Customer Service Representative, Controller and Chief Administrative Officer. Engel was promoted to Senior Vice President and Chief Financial Officer in 2013, after serving as Vice President, Accounting. In December, INRD announced that Josh Ward would succeed him.

Kaelin joined INRD in 2003 as Vice President, Coal & Energy Marketing, and was elevated to Vice President, Business Development in 2021. He has more than 40 years of experience in the coal and energy industry.

“The lasting impact that both Mike and Larry have had on our company is immeasurable,” INRD President and CEO Dewayne Swindall said. “Their leadership defined the excellence we try to measure up to every day. We will certainly miss them but wish them many years of happiness in their retirement.”

Separately, the American Short Line and Regional Railroad Association recognized INRD with a 2024 Business Development Award at its Annual Conference and Exhibition on March 25, 2024, in Kansas City, Mo.

NCTD

Following three years of service as Security Manager, Chris G. Carrillo has been promoted to Security Director at NCTD. She began her new role on March 17.

Carrillo has direct oversight and collaboration with the San Diego Sheriff’s Department Transit Enforcement Services Unit, security staff, and code compliance inspectors, as well as control center technicians. Her department is responsible for providing security throughout the NCTD service area, which includes 1,600 bus stops along 30 BREEZE routes, nine transit centers, and SPRINTER hybrid rail and COASTER commuter rail lines with 23 rail stations.

Before signing on with NCTD, Carrillo served as director of security in the hospitality industry for six years and as a Chula Vista police officer for 11 years.

“The safety and security of our employees, customers and our communities is the top priority for the District,” said Shawn Donaghy, who became CEO of NCTD on March 1. “I know Chris will lead these efforts as we continue to grow NCTD.”

“Chris is the right fit to lead the department with her 20 years of experience, including being a former police officer,” said Karen Tucholski, Chief Operations Officer of Support Services.
