STV Appoints Three Transportation Executives

STV has hired Bryan Williams (left) as Vice President and Pacific Northwest Area Manager within the Transportation West Group; Rob Troup (center) as Senior Vice President and Senior Program Manager; and Matteo Montesi as West Coast Vice President and Engineering Director in the Tunneling and Geotechnical Practice.

Professional services firm STV has tapped three executives to lead its transportation market in the Pacific Northwest, to serve as an infrastructure program advisor and manager, and to oversee the geotechnical and tunnel practice on the West Coast, respectively.

The firm that plans, designs and manages infrastructure projects across North America appointed Bryan Williams as Vice President and Pacific Northwest Area Manager within the Transportation West Group. In this role, he will manage all local staff, oversee project delivery, advance business development activities, and nurture client relationships in the region.

Williams is a professional engineer and project manager with more than 20 years of experience in transportation infrastructure planning, design and construction. According to STV, he has led multimillion-dollar continuous improvement programs, from the initial planning stages to successful project delivery, with specialty expertise in design-build and alternative delivery. Prior to joining STV, Williams worked for a global engineering and consulting firm, where he served as a Senior Project and Design Manager, overseeing the delivery of infrastructure projects in the Puget Sound region.

Additionally, Rob Troup has joined STV as a Senior Vice President and Senior Program Manager, serving as an advisor and program manager for several complex infrastructure programs. A rail and transit veteran with more than 40 years of industry experience, he was most recently Program Executive for the New York Metropolitan Transportation Authority (MTA) Construction & Development and President of Grand Central Madison Operating Company (formerly East Side Access) connecting MTA Long Island Rail Road service to the east side of Manhattan. He was also the owner’s representative as the Deputy General Manager for Washington Metropolitan Area Transit Authority’s (WMATA) Silver Line Expansion Phase I and the executive responsible for the completion and overall management of WMATA’s capital program, including the design and delivery of the 7000-series railcars. As Amtrak’s System’s Manager, Troup supported the realignment of track, signals and traction power systems at Secaucus Station in New Jersey.

Matteo Montesi is STV’s new West Coast Vice President and Engineering Director in its Tunneling and Geotechnical Practice. He served previously at WSP USA, supporting highways and bridges, buildings and naval facilities, rail transit, airports, and energy projects on the West and East coasts. In Southern California, Montesi contributed to key regional projects such as the Mid-Coast Transit Corridor Project in San Diego, the Los Angeles County Metropolitan Transportation Authority Purple Line Extension, and the I-105 Express Lanes project in Los Angeles, according to STV. Outside of California, he has supported the New York MTA’s Second Avenue Subway and the LaGuardia Airport Central Terminal Building Redevelopment in New York City; the Port of Alaska Modernization Program Cargo Terminal 1 Replacement; and the Texas High Speed Rail Project.
