HDR Inc. taps Matthew Tucker to lead its Global Transit Program. Also, A. Stucki Company hires Rick Clary as Vice President of Human Resources; and Duos Technologies appoints Christopher King as Chief Commercial Officer.

HDR Inc.

Matthew Tucker has joined HDR Inc. as Global Transit Director, following three decades of public transportation service. He will be responsible for more than 600 employees covering streetcar, commuter rail, light rail, subway, intercity passenger rail, and bus projects and programs worldwide for the engineering, architecture, environmental and construction services firm.

Tucker previously led North County (San Diego) Transit District (NCTD), which operates COASTER commuter rail, SPRINTER hybrid rail, BREEZE bus, FLEX on-demand and LIFT paratransit services. From 2008 to 2023, he was CEO and during his tenure, NCTD constructed a new downtown COASTER rail station; established a real estate development program; replaced its entire fleet with new locomotives; and advanced the agency’s transition to zero-emissions bus fleets.

He has also served Executive Director of the Virginia Department of Rail & Public Transportation; Chief Operating Officer for Santa Clara Valley (Calif.) Transportation Authority; Deputy Public Transit Director for Phoenix, Ariz.; and Deputy General Manager of the Greater Richmond (Va.) Transit Company.

Tucker chairs the American Public Transportation Association’s Legislative Committee and is the association’s past Secretary/Treasurer and Vice Chair of the Board.

Separately, the Utah Department of Transportation has selected a team led by HDR and including WSP USA to provide program management services for its $966.2 million FrontRunner Strategic Double Track Project, which will add at least nine new segments of double track along the 82-mile, 16-station Ogden-Provo regional/commuter rail system and update signaling systems.

A. Stucki Company

Rick Clary has taken on the position of Vice President of Human Resources for A. Stucki Company, a Pittsburgh, Pa.-based provider of engineered products, reconditioning and repair services, locomotive fueling and support, and maintenance-of-way services from 20 operating centers in the United States, Mexico and Brazil.

He has more than 20 years of senior management experience in human resources and was most recently Senior HR Director for Global Operations at The Lubrizol Corporation in Cleveland, Ohio. Clary has also served as Human Resources Director for the Aerospace Group at Parker Hannifin Corporation, also in Cleveland. Earlier in his career, he worked in human resources for Pepsi, Stanley Tools and General Electric. Clary holds a bachelor’s degree in psychology and a master’s degree in human resource management from The Ohio State University.

“Stucki has grown to include four business divisions and multiple locations,” said John O’Bryan, CEO of A. Stucki Company, which was recently acquired by Stellex Capital Management LLC. “Rick’s extensive knowledge and years of experience with major corporations made him the ideal choice to lead our Human Resources Department.”

Duos Technologies

Christopher King on Aug. 30 became Chief Commercial Officer of Jacksonville, Fla.-based Duos Technologies, which is said to design, develop, deploy and operate “intelligent vision”-based technology systems to support rail, logistics, intermodal and government customers.

With more than 30 years of operational and commercial leadership experience, King served previously at APR Energy, leading all power plant operations, which comprised 16 sites around the world and more than 500 employees; managing acquisition integrations of more than $300 million in new projects; maintaining full P&L accountability for all operations; and building and heading up a team that closed more than $1 billion in new revenue, asset sales and contract extensions, according to Duos Technologies. He also held several operational leadership roles at CEVA Logistics.

“I had the opportunity to work alongside Chris at APR Energy, so I’m well aware of his commercial contract knowledge and leadership abilities,” said Duos Technologies CEO Chuck Ferry, who prior to joining Duos in 2020 was CEO for APR Energy from 2018 to 2020. “His experience and extensive know-how make him a perfect fit for the CCO role, and he’ll be able to make an immediate impact on our commercial and technical delivery in support of current and prospective customers. Chris will be focused on building an intensified growth strategy and strengthening our technical strategic partners as we continue to expand on our offerings and move a higher percentage of our business to our recurring subscription model.”

Separately, Duos Technologies last month reported installing its 13th Railcar Inspection Portal (RIP®).
