Canada to Create Separate Railway for Corridor HFR (Updated November 11)

Transport Canada confirmed Oct. 31 that state corporation VIA Rail Canada has been shunted aside from its own project to construct and operate an electrified “High Frequency Rail” (HFR) service along the Corridor linking Quebec City, Montreal, Ottawa and Toronto—the only profitable route VIA currently covers.

VIA Rail is adding “buffer cars at the front and back end of all trains with [older] stainless steel equipment to reduce the consequences in the unlikely event of a train-to-train collision,” Canada’s government-owned passenger railroad told The Globe and Mail. The Toronto Transit Commission (TTC) selects AECOM as owner’s engineer for the Bloor-Yonge Station Capacity Improvements project. Canada’s HFR Project Advancing

“Travelers in Southwestern Ontario want faster, greener passenger rail service, and I am happy to say that our government remains committed to delivering on High Frequency Rail [HFR], stretching from Quebec City to Toronto,” Canadian Minister of Transport Omar Alghabra reported Aug. 30. “With the engagement of a new external advisor, we are ready to develop options that will enhance passenger rail for communities across Southwestern Ontario.”

Terms of the agreements include an average wage increase of 3.83% over three years, flexibility for VIA Rail’s modernization projects, and stability for passengers looking for travel options.

VIA Rail’s Existential Problem? It Never Existed

Cynthia Garneau on May 20 gave up VIA Rail Canada leadership with two years remaining in her nominal tenure.

“Like many companies in the transportation industry, VIA Rail continued to face the impacts of the various waves of the pandemic,” Chief Financial Officer Marie-Claude Cardin reported. “Nonetheless, as we have always done over the past two years, we found ways to strike a balance between our important public service mandate while proactively managing the financial impacts on our operations.” (VIA Rail)

VIA Rail Releases 2021 Annual Report

“Despite the upheaval caused by the pandemic, we have successfully pursued our strategic plan, including the unveiling of our new fleet and the advancement of the High Frequency Rail project,” VIA Rail Canada Board Chair Françoise Bertrand said upon release of the railroad’s 2021 Annual Report.
