NTSB Appoints First Chief Human Capital Officer

Former NASA executive Veronica Marshall is taking on the role of Chief Human Capital Officer at the National Transportation Safety Board (NTSB).

NTSB on Oct. 11 reported that Jennifer Homendy has prioritized three goals for the agency’s workforce since becoming Chair in August 2021:

  1. Growing the number of employees, which has remained at roughly 400 employees since 1998.
  2. Increasing diversity.
  3. Investing in staff training and development.

A major part of this effort is hiring NTSB’s first Chief Human Capital Officer, according to the agency.

Marshall served most recently as Human Resources Director for NASA (National Aeronautics and Space Administration), where she was responsible for managing 30 human resources professionals who support more than 5,000 federal employees and for overseeing a $15 million budget. Before accepting that role in 2018, Marshall was NASA’s Director for Executive Resources and Chief Learning Officer, focusing on formulating strategic policies and implementing leadership and organizational development for technical and non-technical employees.

Prior to joining NASA, Marshall led the leadership development of the U.S. Postal Service’s (USPS) 650 senior executives and 5,000 managerial employees. She also served as Executive Manager for the USPS’ William F. Bolger Center for Leadership and Development.

“When I was sworn in, I committed to getting our people whatever they need to serve our mission—and that includes investing in a leader dedicated to their growth and development,” Homendy said. “Veronica is the right leader to future-proof our workforce of dedicated experts, who are key to protecting safety in today’s rapidly changing transportation landscape.”
