The Surface Transportation Board is making staff available for “informal meetings with interested persons to discuss and gather feedback on the adequacy of the Board’s current regulations regarding emergency service and service inadequacies.”

STB staff will be available for meetings throughout the second quarter of 2018. The current regulations that can be discussed are 49 C.F.R. Part 1146, Expedited Relief for Service Emergencies, and 49 C.F.R. Part 1147, Temporary Relief Under 49 U.S.C. §§ 10705 and 11102 for Service Inadequacies.

“The Board’s existing directed service regulations are rarely used, even in times of rail service deterioration,” STB spokesperson Dennis Watson said. “Therefore, the Board is interested in exploring through informal discussions whether and how the agency’s current directed service regulations need to be modified to offer a more meaningful path of relief in times of serious rail service challenges.

“Interested practitioners and stakeholders are encouraged to independently share their views, experiences, and ideas for improving the Board’s directed service regulations. Participants may meet with staff in person at the Board’s headquarters or through teleconferencing. Because the informal meetings are not part of a formal proceeding, official meeting transcripts or minutes will not be prepared.”

Meeting times will be available during business hours throughout April, May and June 2018. Interested persons are requested to contact the Rail Customer and Public Assistance (RCPA) office (202-245-0238) to schedule individual meeting times. Related questions also should be directed to RCPA.
