Sheng Named STB Director

Janie Sheng has been elevated to Director of the Surface Transportation Board’s (STB) Office of Public Assistance, Governmental Affairs and Compliance (OPAGAC), following service as Acting Director since August 2021.

“Ms. Sheng has been a respected leader in the agency for many years,” said STB Chairman Martin J. Oberman, who appointed her to the Director role with approval of the Board. “All of the Board members value her advice and counsel on a daily basis. She is skilled at communicating often complex matters to members of Congress, industry executives, the general public, and technical experts, which is a great asset to the Board. The Board and the public will be well served by her contributions as OPAGAC Director.”

As Director, Sheng manages a multi-disciplinary staff and oversees external operations, including governmental affairs, communications and compliance. She also oversees the monitoring of rail operations, service analysis, the maintenance of tariffs, and mediation coordination, as well as OPAGAC’s Rail Customer and Public Assistance (RCPA) program, which “assists interested stakeholders and the public by answering questions pertaining to Board regulations and procedures and facilitating informal private-sector dispute resolution of service-related issues and other matters,” according to STB.

Sheng joined STB 2010 as an attorney for OPAGAC, and in 2014, was named Deputy Director. She has also served as an attorney advisor to two STB members and as Chief of Staff. Before joining the agency, Sheng practiced antitrust law at Jones Day, and transportation law at K&L Gates, in Washington, D.C. She holds a Juris Doctor from Georgetown University Law Center and a Bachelor of Arts in economics from the University of Maryland.
