Bose Federal Railroad Administrator Nominee

As largely expected, President Joe Biden will nominate current Deputy Federal Railroad Administrator Amit Bose as FRA Administrator, the White House announced April 23.

“Amitabha Bose has spent nearly two decades in public service working to build a better, safer and more sustainable transportation system that provides opportunity to communities across the United States,” the White House said. “Bose’s leadership in senior-level roles at the U.S. Department of Transportation and the FRA under two Secretaries led to the passage of the FAST Act and MAP-21.”

Currently, Bose serves as Deputy FRA Administrator, returning to the agency where he was also Chief Counsel and Senior Adviser. Throughout the Obama-Biden Administration, Bose also held positions in the Transportation Secretary’s office as Associate General Counsel and Deputy Assistant Secretary for Governmental Affairs. Before joining DOT, Bose worked for New Jersey Transit, the New Jersey Department of Transportation and the U.S. Congress as a Transportation staffer. “He has been involved in some of the highest profile rail and transportation projects, including the Northeast Corridor Gateway Program, California High- Speed Rail, Acela 2021 trainsets and Liberty Corridor,” the White House noted.

In addition to his decades in the public sector, Bose previously worked at HNTB, an infrastructure solutions firm, and advanced transportation and safety projects. He served as board chair of the Coalition for the Northeast Corridor and on the New Jersey Restart and Recovery Advisory Council. After arriving in the United States at age 5, Bose grew up in DeKalb County, Ga. He has an AB from Columbia College, an MIA from the Columbia University School of International and Public Affairs, and a JD from the University of Georgia. He resides with his family in Arlington, Va.

In addition, Biden will nominate Carlos Monje Jr. as Under Secretary of Transportation for Policy. Monje Jr. serves as a Senior Advisor to Transportation Secretary Pete Buttigieg. Monje managed the agency review process for domestic agencies for the Biden-Harris Transition. He previously served as Acting Under Secretary and Assistant Secretary for Transportation Policy for the USDOT, where he oversaw implementation of surface transportation programs, discretionary grant programs, and efforts to promote equity and economic development. He was chief of staff of the White House Domestic Policy Council and Special Assistant to the President during the Obama Administration. Monje is the first in his family born in the United States. His family is from Argentina.

Robert Hampshire, Ph.D., will be nominated as USDOT Assistant Secretary for Research and Technology. He has been serving in an Acting capacity. On April 22, Hampshire was appointed Chief Science Officer for the entire agency.
