PANY&NJ Short Lists Four Teams for LaGuardia AirTrain Project

Four teams are on the Port Authority of New York and New Jersey’s short list for the LaGaurdia (N.Y.) Airport AirTrain procurement; final selection is expected next summer.

The move follows the Federal Aviation Administration’s final environmental approval and Record of Decision issued on July 20, 2021, which allows PANY&NJ to proceed with its proposal to construct the roughly $2 billion rail system and to submit an application for funding under the Passenger Facility Charge program, according to the FAA. (That program allows for the collection of fees added to passenger tickets. The proceeds can be used on certain qualifying airport projects, subject to FAA approval.)

The short list selection is a result of a formal Request for Qualifications, which was published on March 22, 2021, according to PANY&NJ. The deadline for submission was May 18, 2021. A PANY&NJ committee reviewed the qualifications and evaluated the teams, conducting due diligence on each firm.

Following are the top four teams:

  • LGA AirTrain Partners: Comprising Skanska USA Civil Northeast Inc.; Skanska USA Building Inc.; Halmar International LLC; HNTB New York Engineering and Architecture, P.C.; and Alstom Transportation Inc.
  • LGA Xpress Partners: Comprising Dragados USA Inc.; OHL USA, Inc.; AECOM Tishman; AECOM USA Inc.; ACS Infrastructure Development, Inc.; and Mitsubishi Heavy Industries America, Inc.
  • The LaGuardia Connectors: Comprising Yonkers Contracting Company Inc.; The Lane Construction Corporation; Stantec Consulting Services, Inc.; and BYD Transit Solutions LLC.
  • Tutor Perini/O&G JV: Comprising Tutor Perini Corporation; O&G Industries, Inc.; Parsons Transportation Group of New York, Inc.; and DCCCA1, Inc. (Doppelmayr).

The teams will be required to submit their bids by April 2022. A PANY&NJ selection committee is slated to review them and render a decision during summer 2022.

The proposed elevated fixed-guideway APM (automated people mover) system would link LaGuardia Airport in New York with the MTA New York City Transit 7 Line subway and the MTA Long Island Rail Road (LIRR) Port Washington Branch at Mets-Willets Point in Queens (see map above). There would be three APM stations (two on-airport and one off-airport), as well as passenger walkways connecting to LaGuardia’s Central Hall, a parking garage connector, public transportation and ground transportation facilities, according to the FAA.

PANY&NJ also has a procurement advancing for an AirTrain project at Newark Liberty International Airport in New Jersey.
