SFRTA Restructures Senior Management Team

South Florida Regional Transportation Authority (SFRTA/Tri-Rail) has elevated three senior managers and appointed a new Operations Director as part of restructuring move.

The promotions include:

• Diane Hernandez Del Calvo to Deputy Executive Director/EEO Officer. She will oversee daily management of SFRTA, with oversight of administration, operations, maintenance of way, human resources, finance, information technology, engineering, procurement, planning, and safety and security. Hernandez Del Calvo has served the agency for more than 20 years, most recently as Deputy Executive Director of Administration.

• Loraine Cargill to Director of Strategic Planning/EEO Officer. In her new role, Cargill will have direct oversight of the planning, engineering and information technology departments. She is 25-year-plus SFRTA veteran, holding various planning department positions. 

• Victor O. Garcia to Director of Public Affairs. He has served SFRTA for more than 19 years in the marketing/outreach sector, most recently as Corporate and Community Outreach Manager, which included the role of public information officer (PIO). Garcia will continue to cover PIO duties, oversee the agency’s marketing efforts, and manage the corporate and community outreach and customer service segments of the agency. His new role will include oversight of Tri-Rail commuter rail station agents.

Charles Hankerson was hired as Director of Operations. Previously, he was Vice President of Operations at RailUSA, overseeing operations and commercial growth of the Florida Gulf & Atlantic and Grenada Railroad. Hankerson has also served as Superintendent of Operations at Canadian Pacific and as Terminal Superintendent at Norfolk Southern.

Completing the senior management team are Allen Yoder, Director of Safety and Security; M. David Trabal, Director of Human Resources; Teresa Moore, General Counsel; and Noel Pfeffer, Deputy General Counsel.

“As additional leadership opportunities have opened up, we have been able to continue to fill them with members of the existing management team and the addition of one new key member,” SFRTA Executive Director Steven L. Abrams said. “I hope to continue to cultivate a team that not only keeps this agency on track, but takes it to the next level.”
