Leard Joins HNTB as Project Director

David Leard, AICP, recently joined HNTB Corp. as Project Director and Associate Vice President, based in the firm’s Houston office. Leard brings more than 27 years of experience in transit program management, planning, design and construction.

Most recently, he served as a senior project manager for HDR, where he led numerous major transit projects throughout the U.S. In his new role, Leard is responsible for managing and delivering major projects and working to expand HNTB’s services to its regional transit clients.

Leard is highly experienced in all phases of the FTA’s Capital Improvement Grant Program, including alternatives analysis, conceptual engineering, National Environmental Policy Act documentation, final design and more.

He’s an active member of the American Public Transportation Association and the American Planning Association. Leard earned master’s degrees in civil engineering and city and regional planning, and a Bachelor of Administration, from The Ohio State University.

HNTB’s many signature transit projects in Texas include design for Houston Metro’s Northwest Transit Center; final design and program management for Dallas Area Rapid Transit Blue Line Light Rail extension to serve South Oak Cliff; working with VIA Primo to deliver BRT lines in San Antonio, and many other projects throughout the state.
