The California High-Speed Rail Authority (CHSRA) has appointed Boris Lipkin as the Northern California regional director.

“Boris’s appointment to this position continues the excellent work he has done as the Acting Northern California regional director to prepare us for future Silicon Valley to Central Valley high-speed rail service,” said Brian Kelly, CHSRA’s CEO. “His experience with the high-speed rail program and his familiarity with the issues in the region are invaluable.”

This past spring, Lipkin served as acting Northern California regional director, during which time the authority said he was already playing a key role in leading the delivery of the Silicon Valley to Central Valley line.

With prior experience in several roles with the high-speed rail program since 2011, Lipkin also has served as the authority’s deputy director of Strategic Planning, which is a role he was appointed to by Gov. Jerry Brown.

While serving as deputy director, CHSRA said Lipkin helped negotiate key agreements with Caltrain, among other partners.

As the Northern California regional director, Lipkin will continue to focus on engaging regional stakeholders to develop the program and yield the benefits of improved transportation and mobility to Northern California.

Lipkin’s start date was Aug. 17 with his compensation set at $170,004, CHSRA said.
