STV promoted Paul E. Bobby and Kevin Carmody to Vice President positions; Bowman named Botts Smith Director of Transportation; and Chesapeake & Delaware named Renee LoSapio General Manager of Railroads.

Paul E. Bobby, Vice President, STV

At STV since 2004, Paul E. Bobby has been serving as Deputy Program Manager for Project Implementation of Metra’s five-year, $2.5 billion capital program, and managing track design packages for the Massachusetts Bay Transportation Authority’s (MBTA) Green Line Light Rail Extension. In addition to his new role as Vice President, Bobby is also a Business Unit Leader and Director of Railroad Engineering for the firm’s National Freight Practice.

Kevin Carmody, Vice President, STV

Kevin Carmody, a 20-year STV veteran, is Engineering Director, National Railroads for the firm’s Transportation and Infrastructure Practice. In his new role as Vice President, Carmody will serve as the primary client liaison with Amtrak in support of rolling stock efforts, and will lead a team to assist the railroad with its procurement of 83 intercity trainsets. His duties will also include management and supervision of personnel and projects in STV’s Baltimore, Md., and Washington, D.C., Vehicle Groups.

“Kevin has expanded his role as a respected subject matter expert in several vehicle engineering areas to serving as a trusted advisor to senior leadership for our railroad clients in the Northeast,” STV Senior Vice President and National Vehicle Practice Leader Christopher J. Holliday said.

At professional services firm Bowman, Botts Smith will lead the department focused on expanding transportation management services. He will specialize in private land development and partnering with various municipalities and departments of transportation. Additionally, Smith will assist clients in the design, planning, financing, construction management and scheduling for large, complex transportation projects. He has more than 35 years of experience as a civil engineer and will be based in Bowman’s Charleston, S.C., office.

At Chesapeake & Delaware LLC, Renee LoSapio will be joining the organization as General Manager of Railroads, effective May 1, 2021. LoSapio comes to the short line group with eight years of Class I railroad experience in strategic planning, marketing, and sales roles at Norfolk Southern and Canadian Pacific.

As General Manager Railroads, LoSapio will be responsible for managing operations and coordinating transportation, mechanical and engineering resources, including safety, performance and compliance. She will report to Scott Harris, Vice President of Operations and Business Development.

LoSapio has a B.A. in Economics and an M.A. in Urban Affairs and Planning, both from Virginia Tech.

Chesapeake & Delaware operates the Dover & Delaware Railroad, the Dover & Rockaway Railroad, and affiliates Belvidere & Delaware River Railway and Black River & Western Railroad, all in Morris, Warren, Hunterdon and Passaic Counties in New Jersey.
