HDR’s Andre Lauzier has been appointed to the American Council of Engineering Companies’ Transportation Committee. Also, Juan de Dios Olaechea has joined Pittsburgh, Pa.-based Railroad Development Corporation (RDC) as Managing Director-International Business Development; and Doug Carr is the incoming President and CEO of Union Station Redevelopment Corporation (USRC) in Washington, D.C.

HDR Transportation Planning and Design Director Andre “Andy” Lauzier will serve as Chairman of the American Council of Engineering Companies’ (ACEC) Transportation Committee for the 2022-23 term. The committee’s aim: “helping ensure the successful implementation of the Infrastructure Investment and Jobs Act and monitoring upcoming trends, including workforce challenges, 3D modeling, connected/automated vehicles, sustainability and practical design standards,” according to HDR. 

Andre Lauzier is Transportation Planning and Design Director at HDR and Chair of the ACEC Transportation Committee.

“I’m thrilled to have the opportunity to work with ACEC leadership in D.C. and across the country to help shape the future of transportation infrastructure,” said Lauzier, who has 40 years of transportation industry experience and has been a ACEC member since 1992.

“Andy’s appointment to chair of ACEC’s Transportation Committee encapsulates his decades of expertise and commitment to bettering mobility and innovation around the world,” HDR Transportation Group President Tom McLaughlin said. “Having a seat at the table on the ACEC National Transportation Committee not only confirms HDR’s leadership role but gives us a chance to help our clients implement projects that improve the quality of life for our local communities.”

At RDC, Juan de Dios Olaechea will lead new business development activities in selected markets, with two initial targets: Latin America and mining-related opportunities worldwide. He will be based in Florida.

Olaechea is a founding shareholder of Peru’s Ferrocarril Central Andino (FCCA). Since its formation in 1999, he has served as Chairman, a role he will retain.

“Having worked with Juan for over 20 years, and having had a broad range of experiences in different countries and environments along the way, one of our proudest achievements has been to be Juan’s partner in the establishment and development of FCCA,” RDC President Bob Pietrandrea said. “We believe that we can replicate that experience elsewhere, especially given the current turmoil in today’s markets and the shocks to supply lines.”

“In the last several decades, FCCA has proven itself as a reliable partner to our customers, just as Iowa Interstate Railroad has done in the USA,” RDC Chairman Henry Posner III said. “There are numerous opportunities that share common elements with our collective experience and expertise, and we are confident that there will be new projects that are both interesting economically and valuable to the communities that they serve.”

U.S. Department of Transportation (USDOT) Deputy Secretary and USRC Chair Polly Trottenberg has selected Doug Carr to be President and CEO of USRC, a nonprofit organization charged with preserving and restoring the USDOT-owned Washington (D.C.) Union Station. USRC was established in 1983 by Secretary of Transportation Elizabeth Dole following the passage of the Union Station Redevelopment Act. Carr succeeds Beverley Swaim-Staley, who has led the nonprofit since 2012. Her tenure included restoring the historic Main Hall and overseeing projects to improve infrastructure damaged by the 2011 earthquake.

Carr previously served Moynihan Station Development Corporation, where he worked with and led teams to transform the historic James A. Farley Post Office Building, first built in 1912, into a mixed-use train hall in New York City. Moynihan Train Hall—located at 8th Avenue across from Penn Station—opened for Amtrak and MTA Long Island Rail Road service on Jan. 1, 2021.

Carr also spend nearly 15 years with Jones Lang LaSalle, heading up advisory services for clients that include the Port Authority of New York and New Jersey for the World Trade Center Redevelopment, MTA/Hudson Yards, California High-Speed Rail Authority, and the United States Army and Air Force.

“For more than 100 years, Washington Union Station has welcomed millions of travelers to the District of Columbia and provided amenities to its neighbors,” D.C. Mayor’s Office Representative and USRC Board Member Sharon Carney said. “We look forward to welcoming Doug to the helm of USRC as we embark on a critical era to revitalize the historic station, double its ridership capacity, and reconnect it to the neighborhood. We sincerely thank Beverley for her stewardship over the past 12 years.”

“We thank Beverley for her dedicated service to USRC and look forward to working with Doug as we expand and transform the station to deliver a world-class experience for customers making use of one of the nation’s busiest rail transportation hubs,” Amtrak Representative and Vice-Chair of the USRC Board Dennis Newman said.

“The Federal Railroad Administration (FRA) deeply values its role on the USRC Board, and we look forward to working with Doug during this exciting time for the organization and the transportation sector,” FRA Representative and USRC Board Member Diana Lopez said.

“I am honored to be given the responsibility to envision and deliver the future of Washington Union Station,” Carr said. “I look forward to working with all of our stakeholders to ensure that this location continues to be a source of pride for commuters, visitors and people in the community.”
