Parsons elevates Dhaliwal to SVP International

Parsons has appointed Harjinder S. “Harj” Dhaliwal as Senior Vice President, International Rail Transit & Systems, with responsibility for the business unit and its operations outside of the U.S. He is based in Parsons’ Abu Dhabi office.

Dhaliwal has been in Parsons’ Middle East Africa (MEA) region since 2010, when he was project director for several landmark projects, including Etihad Rail Stage 1 in the United Arab Emirates. Prior to joining Parsons in 2012, he contributed to the development of several major rail and transit programs in the United Kingdom and Ireland. Dhaliwal is a chartered civil engineer and holds a bachelor’s degree in civil engineering from Nottingham Trent University, in the UK.

“Harj has a proven track record of managing, directing and meeting customer expectations in the private and public sectors,” said Parsons Group President Gary Adams. “His expertise will be instrumental in continuing to grow our rail business in the Middle East Africa region as well as other international locations.”

Executive Vice President and Transport Division Manager Jim Kerr added, “Harj is a well-known and respected professional within the industry, and with his leadership—supported by nearly 400 staff across Europe and the MEA region—Parsons will be able to offer innovative delivery solutions to a much wider audience.”

Parsons has been working in the MEA region for more than 60 years and has offices in the UAE, Qatar, Saudi Arabia, Oman, and Bahrain. Parsons’ portfolio of ongoing work in the region includes highways, bridges, rail and transit, airports, ports, water infrastructure, hospitals, public schools, universities, mosques and major oil and gas projects.
