Kim Joins WSP USA

Former California State Transportation Agency (CalSTA) Secretary David S. Kim has been named National Transportation Policy and Multimodal Strategy Principal for WSP USA.

Kim will work with WSP’s Advisory national business line, collaborating with public and private senior transportation executive across the U.S., and guide delivery of capital projects.

Until earlier this year, he served as Secretary of CalSTA, the cabinet-level agency responsible for 40,000 employees across eight departments, boards and commissions; he was appointed to the role in 2019 by California Gov. Gavin Newsom. Under his leadership, CalSTA developed the state’s Climate Action Plan for Transportation Infrastructure.

Kim has also served the Federal Highway Administration as Deputy Administrator (2016-17) and as Associate Administrator (2011-16), and the U.S. Department of Transportation as Deputy Assistant Secretary (2009-11). From 2004-09, he held leadership positions for the Los Angeles County Metropolitan Transportation Authority, including head of the Government Relations Department in Washington, D.C. From 2017-19, he was Vice President of Government Affairs for the Hyundai Motor Company.
