Brennan joins FTA as Chief Counsel

The Federal Transit Administration (FTA) announced on April 8 that John J. Brennan III is set to join the DOT agency as Chief Counsel.

For the past 11 years, Brennan has served as Senior Counsel for Commerce at Union Pacific (UP) in Omaha, Neb., where he led “public-private rail projects with over $1.3 billion in contracts executed in several states, managed the railroad’s day-to-day legal relationship with Amtrak and ensured compliance with Federal requirements including Buy America and Davis-Bacon,” FTA said.

Prior, from 2006 to 2008, Brennan was Staff Director and Counsel to Chairman John Mica on the House Transportation and Infrastructure Committee’s Subcommittee on Railroads, Pipelines and Hazardous Materials, and Majority Counsel to Chairman Don Young from 2003-2005.

Brennan maintained a private legal and consulting practice in Massachusetts from 1997-2002, after a stint as the Director of Railroad Operations for MBTA in Boston from 1995-1997. He “was also previously counsel to the Massachusetts Executive Office of Transportation and Construction and the Massachusetts Highway Department, and held contract manager positions at the Massachusetts Water Resources Authority, Fidelity Properties, Inc. and Guilford Transportation Industries-Rail Division.”

He holds an undergraduate degree in English from the University of Massachusetts, and graduated from Suffolk University Law School.
