GENERAL PURPOSE:

Sound Transit is changing the way we move around the region with an unprecedented number of system expansion projects taking place over the next 7 years with further projects taking place through 2040, quadrupling the current service area.  The Systems Engineering and Integration department is a critical group in the delivery of these projects and within this group, this position develops and oversees the planning, implementation and reporting of the test program for each system expansion project. The Systems Engineering and Integration department is seeking an experienced System Testing Manager to lead the complex testing of the Link Light Rail, Bus Rapid Transit and Sounder system expansion projects throughout the region.

The successful candidate will bring experience and best practices to collaborate with Contractors, Consultants and Agency Staff, to deliver a safe and reliable transit system, meeting the challenge of delivering multiple capital projects to the public on time.  This role provides excellent learning and growth opportunities with the chance to make a real difference to the local region’s transit infrastructure.

Under general direction, manages the systems testing program for the Design, Engineering, and Construction Management Department. This management role involves the systems testing program development, oversight and transition to operations for light rail vehicles; communications; traction electrification; signals; Supervisory Control And Data Acquisition (SCADA); fire/life/safety, facility mechanical and facility electrical systems; and tunnel operating systems.

Essential Functions

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Provides management and lead oversight for the development of the agency Systems testing program and ensures test plans are in compliance with Agency policies and procedures and that all safety certification objectives are successfully met.

• Oversees and assumes responsibility for planning, design, and implementation of System Testing program including; scheduling resources, track access, availability of equipment, training, witnessing tests and overseeing management of scope.

• Monitors contractor test progress, reviews and evaluates test exceptions and authorizes requests for testing.

• Serves on the Rail Activation Committee as the Chair of the Systems Integration Testing Subcommittee.

• Provides support to the department on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

Minimum Qualifications

Education and Experience:

Bachelor’s Degree in electrical engineering, mechanical engineering, civil engineering, or closely related field and six years of experience in executing and managing complex test programs; preferably in a transit engineering environment; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

A valid Washington State Driver’s License.

Preferred Licenses or Certifications:

Current registration as a Professional Engineer in the State of Washington

Required Knowledge of:

• Principles and practices of systems engineering, design, and construction.

• Principles and practices of vehicle design, traction electrification, SCADA, signals and communications, or other comparable industry.

• Technical specification and test document writing.

• Pertinent federal, state, and local laws, codes, and regulations.

• Principles, practices, methods and techniques used in the installation, troubleshooting and maintenance of systems and applications, and Project management and administration.

• Principles of business letter writing and basic report preparation.

• English usage, spelling, grammar, and punctuation.

• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

Required Skill in:

• Preparing, interpreting and executing testing and configuration documentation.

• Performing root cause analysis, troubleshooting and repair of technical testing issues.

• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

• Establishing and maintaining effective working relationships with other department staff, management, vendors, and outside agencies.

• Conveying technical information and using effective oral and written communication.

• Monitoring program/project schedules.

Physical Demands/Work Environment

• Work is performed in a standard office environment and in a transit system field environment including rail tunnels and equipment rooms.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, physical harm, and hazardous chemicals when conducting site visits and when working in the field.
