Attention Rail Project Professionals! The Virginia Department of Rail and Public Transportation (DRPT) is recruiting for a Director of Northern Virginia Rail Projects. This is an exciting new senior management position with significant responsibility to lead the Commonwealth’s rail initiatives in Northern Virginia, including a multi-billion dollar program of rail projects. The position will be responsible for program management and oversight of design and construction activities on a host of projects ranging from 3rd and 4th track components of the $500 million Atlantic Gateway program to design and construction of the new Long Bridge over the Potomac. The position will also coordinate these projects with initiatives sponsored by cooperating agencies such as the Virginia Railway Express, which are planning for station reconstruction projects within the related rail corridor. The position will lead a new office being established in Northern Virginia and will plan for future growth for new staff and consultant support as the Atlantic Gateway and Long Bridge program of projects matures. DRPT works in close collaboration with the Class 1 Railroads, Amtrak, the Virginia Railway Express, the Federal Railroad Administration, the DC Department of Transportation, Virginia Department of Transportation, and other key stakeholders across Virginia to enhance and preserve the Commonwealth’s critical Northern Virginia rail networks and to support Amtrak and freight service within the Commonwealth. This position will conduct effective oversight of engineering, design and construction of various track, bridge, and station projects. Represents the agency with diverse constituencies including government officials, agency partners, project partners, other stakeholders and the general public. Leads stakeholder engagement meetings and provides reports/updates to elected officials, the Commonwealth Transportation Board, senior members of the USDOT and the Virginia Secretary The position will be based in DRPT’s new Alexandria office located near transit and passenger rail stations at King Street.


Considerable experience in the development and delivery of a program of complex transportation projects from preliminary engineering through construction. Experience managing design and construction activities for a portfolio of major transportation projects; with specialized knowledge of passenger and/or freight rail projects. Demonstrated project management, including contracts/contractor management, project scheduling, budgeting, cost/schedule controls, risk and contingency management, scope change management, construction management, document control and project closeout. Knowledge of administrative and business processes, programmatic and operational controls, personnel management, and budgetary controls. Knowledge of program evaluation methodology, analysis and strategic decision-making. Ability to successfully manage and coordinate multiple consultants providing project management, program management and construction management. Knowledge of freight, passenger and commuter rail operations including familiarity with operations modeling and safety. Familiar with railroad engineering principles with the ability to lead constructability reviews and value engineering for freight/passenger rail projects. Ability to build consensus among multiple stakeholders with competing interests and drive effective and strategic decision-making to advance a program of projects and initiatives on schedule. Knowledge of federal, state, and local transportation policies, funding, legislative processes and regulatory requirements related to freight and rail projects. Familiarity with environmental processes for transportation projects, including the National Environmental Policy Act (NEPA). Demonstrated ability to work as a team member, leader, manager and problem solver in an organization with a diverse staff and customer base. Ability to communicate effectively, orally and in writing, with a variety of individuals including elected officials, members of the Commonwealth Transportation Board, senior transportation officials, members of the General Assembly and the media. Proficiency using MS Word, MS Project, Excel, PowerPoint, Outlook, and Internet Explorer.


Bachelor’s degree in engineering, transportation planning, public administration, management or closely related field with considerable experience directing major transportation infrastructure projects, freight and/or passenger rail project development and construction. Considerable experience with transportation project development and construction management experience. Highly skilled and experienced in communicating with elected officials, MPOs, senior government officials, business representatives and the public. A Professional Engineer’s license in Virginia and Project Management Professional certification are desired.
