This position is responsible for providing safe and reliable train operations on Metro-North, including the operation of others over Metro-North Lines such as Amtrak, CSX, and P&W. This position manages coordination and administrative functions required to support the train operation and related transportation functions such as consist compliance, service disruption restorations, and contingency planning. The goal is to provide operational safety while providing efficient rail service within the operating region of Metro-North.


Lead the management of train operations of the railroad to deliver safe and reliable service; ensure safe operating practices; meet Operating Division targets; reduce duration of train delays; improve productivity of yard and work train crews; ensure maximum maintenance windows with minimal impact to train operations in support of ongoing state of good repair.

Oversee the management of the Operations Control Center (OCC), ensuring safe operating practices and procedures, protection of Roadway Workers, and the delivery of reliable service.

Assist the Senior Vice President – Operations to coordinate all activity during major service disruptions to ensure passenger safety and timely restoration of normal service.

Supervise Transportation Division participation in safety programs. Develop and maintain the Transportation Division Safety Action Plan that focuses on safe work practices, the elimination of workforce injuries and support of the MNR System Safety Program.

Supervision of the Fleet Management Office to ensure compliance with programmed train consists and to adhere to scheduled maintenance requirements (e-cleaning, toilet servicing, fueling locomotives, CDMI, periodic inspections, etc.).

Ensure that the Transportation Division operates within the established budget by designing and instituting the necessary internal processes, protocols, and controls. Manage the short and long-term staffing strategies of the department, including hiring practices and training, in consideration of overall operating and financial objectives.

Participate in the development of corporate policies, long range planning, budget scenarios, and projections that affect or involve the Transportation Division.

Work collaboratively with labor partners on all issues, including C3RS, work assignments, training and disciplinary matters.


The Chief Transportation Officer must be able to identify and groom talented individuals for supervisory positions within the Transportation Division.

An understanding of North American rail industry operating practices and federal, state, and local regulations as they relate to the Transportation functions on electrified commuter rail systems.

Demonstrated leadership skills to motivate and foster teamwork not only within the Operations Services Division, but with other Divisions at MNR, CDOT, MTA, MTA agencies, NJ Transit, Amtrak, and other entities as applicable.

Demonstrated leadership skills in the areas of safety, performance, and crisis management.

Excellent organizational skills with the ability to create a climate of continuous improvement.

Outstanding communication skills with a prominence on effective public speaking, use of diplomacy, and tact resulting in positive employee relations within a political/unionized environment.

Capable of exercising independent judgment and displays creative problem-solving skills.

Familiarity with budgeting practices and controls.

Must have experience with various Transportation functions. (i.e. yard and mainline dispatching, rail incident/accident investigations, FRA Regulations, T&E Crew Management and supervision, and train scheduling) on a commuter rail system.

Familiarity with Track, Communication and Signal, traction power, and rail equipment components and operation.

Strong analytical skills.

Demonstrated ability to effectively interact with a represented workforce and labor leaders.

Valid driver’s license.


Experience on an electrified commuter railroad.


Bachelor’s Degree in Transportation, Business Management, or related field. Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of degree.

Minimum of fifteen (15) years of progressively more complex general management experience in a commuter rail system.

Minimum of ten (10) years of experience managing a diverse group of employees at various levels.


This is a safety sensitive position and subject to toxicology testing.

As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $95,534.00 or if you hold a position designated as a policy maker.

Effective September 2017, all full-time non-agreement personnel other than those directly involved with the movement of trains or delivery of service, or assigned to other emergency response teams, are required to serve in the Station Terminal Auxiliary Response (STAR) program requiring Terminal coverage for Grand Central Terminal (GCT) from 4:30 PM-7:30 PM one week per year or responding to Station STAR duty during a service disruption, system-wide at various hours including nights and weekends.   This program is designed to improve Metro-North’s ability to provide customer service during emergencies that impact service delivery or other service disruptions that require staff to provide directions and information to MNR customers at GCT or outlying stations. Please note, hours worked during your participation week are subject to change.

Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in your current position for a minimum of one (1) year preceding the Application Deadline.
