Former Surface Transportation Board Chairman Daniel R. Elliott has joined the board of directors of Las Vegas, Nev.-based United Rail, Inc., which is in the business of acquiring short line railroads in the freight and passenger excursion operations space, and also owns and licenses the SmartRail brand of “Short Line Electronic Precision Railroading.”

Elliott is a partner in the Washington, D.C. office of Conner & Winters, a full-service business and litigation law firm. As STB Chairman, Elliott “became an authority in railroad economic regulatory matters handled before the STB, in Congress and through the courts,” United Rail noted. “He was responsible for decisions at the agency regarding complex rulemakings, rate cases, preemption issues and major rail construction cases. He maintained constant interaction with Congress, especially the committees with oversight over STB activities, including testimony before the Senate Commerce Committee on several occasions.”

Prior to the STB, Elliott litigated labor and transportation cases for 16 years before the federal courts and numerous federal agencies. He has appeared before the STB, the National Mediation Board, the National Labor Relations Board and the Department of Labor. “He won numerous significant cases before these agencies and in the federal district and appeals courts during this time,” the company said.

Elliott holds a B.A. from the University of Michigan, and a J.D. from Ohio State University.
