The delay, reported by CityNews Toronto on Tuesday, is attributed in part to the death of a TTC worker in October 2011, when a drilling rig collapses at a TTC construction site near York University in Toronto.
The six-station, 8.6-kilometer (5.3-mile) extension, which will serve York University, will run from Downsview station to the Vaughan Corporate Centre near Highway 7 and Millway Avenue, in Toronto's northwestern neighborhoods.
The C$2.6 billion project is supported by federal funds of $696 million and Ontario provincial funding of C$870 million. Toronto and York Region are providing C$878 million.
The TTC in-house report recommends TTC forward the report to numerous city, provincial and other groups. It also observes, "There are no funding implications arising from this report."
