LIRR President Helena Williams and LIRR Commuter Council Chairman Mark Epstein were selected to announce the program, in response to concerns raised by the LIRR Commuter Council, which pressed for later afternoon and evening access to station facilities on behalf of customers.

LIRR's Rockville Centre Station in Nassau County, located on the railroad's Babylon branch, was chosen for the announcement.

Traditionally LIRR has handled the most riders of any U.S. regional passenger railroad, but it recently has ceded its No. 1 title to sister Metro-North Railroad, both part of the Metropolitan Transportation Authority.
