The Senate Monday, in a 62-to-36 vote, approved an aid package totaling $51 billion for Hurricane Sandy victims, rejecting an amendment to require the relief be offset by cuts to other federal spending. President Obama is expected to sign the bill.

Passage by the Senate comes three months after Sandy battered the Northeast, with major damage inflicted on rail transportation systems in New York and New Jersey. Portions of those systems are still not yet fully operational.

Earlier this month the House of Representatives passed its version of the aid package.
