Associate Manager, Rail Equipment Maintenance

The agency's Operations, Engineering & Construction Office is seeking an Associate Manager, Rail Equipment Maintenance to provide management oversight, guidance, and strategic planning support to the Rail Operating Contractor responsible for the maintenance, repair, and inspection of Caltrain’s rail passenger cars, locomotives, and freight cars. Under the supervision of the Manager, Maintenance Rail Equipment, the Associate Manager verifies contract operator compliance in accordance with the Rail Operating Contract’s scope of work, FRA and CPUC regulations, and APTA recommendations, as well as assists with field operations performed at the Centralized Equipment & Operations Facility (CEMOF) in San Jose, and at satellite layover facilities in San Francisco and Gilroy, California.
The successful candidate will be responsible for providing maintenance process knowledge and equipment expertise to the Rail Services staff and other internal departments; will document compliance evaluations of the Contract Operator’s equipment maintenance and state of good repair performance; will oversee the maintenance schedule for the rail equipment, assuring all maintenance tasks are completed in accordance with the terms and conditions of the contract; prepare report documents and historical files of Contract Operator performance; and electronically track and record Contractor’s deliverables. In this hands-on role, the Associate Manager will be responsible for revising and updating Standard Operating Procedures (SOP) and Preventive Maintenance Instructions (PMI) as needed; collaborating with the Engineering Department, making recommendations for repairs and improvements in support of the Maintenance Department; and assisting in preparing the annual budget for the rail equipment maintenance program. The Associate Manager will perform contract compliance and quality control inspections of the rail equipment maintenance program; develop a life-cycle forecast for rolling stock and support equipment; and assist in administering scheduled maintenance activities to ensure fleet reliability. The successful candidate will also be responsible for tracking warranty repair and major component change-out on rail equipment and support systems; collaborating in the implementation of new technology for rolling stock; developing short and long term plans to optimize operational requirements; working with the Contract Operator to enhance education programs for maintenance personnel; as well as verify compliance of CEMOF’s maintenance activities pertinent to building codes, State and Federal regulations, and City ordinance; and recommendations for improvements.
Qualified candidates should have sufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: a Bachelor’s degree in Engineering, Business Administration, or related field, and sufficient full-time experience in operations/maintenance functions for locomotive and passenger cars, with sufficient experience managing Class 1 railroad (regional freight railroad, inter-city, or commuter passenger railroad service), and broad knowledge of facility support systems that are used in heavy equipment maintenance/repair, or a combination of education and experience demonstrating the ability to successfully perform the essential functions of this position. The ideal candidate must be able to physically inspect locomotives and other rail equipment on and around an active railroad; must possess planning, budgeting, and leadership experience; have excellent organizational, oral and written communication skills; plus proficiency in Microsoft Word, knowledge of FRA Regulations, AAR and APTA Rail Equipment Standards and Guidelines. Must maintain a valid California driver license with a safe driving record.
