Job Title: Project Manager – Rail Location: Oregon International Port of Coos Bay; Coos Bay, Oregon Closing Date: Position remains open until filled Salary Range: Negotiable Background The Oregon International Port of Coos Bay (Port) owns a 134-mile shortline railroad in southwest Oregon, which serves industries in a three county region and marine terminals in the Coos Bay harbor. Daily operations, inspection and maintenance responsibilities are contracted to the Coos Bay Railroad Operating Company, LLC (dba Coos Bay Rail Link), a subsidiary of ARG Trans, Inc. The Port retains responsibility for capital planning, including the planning and management of major repair, rehabilitation and capacity upgrade projects for the railroad. In 2013, the Port celebrated the completion of a $31 million rehabilitation program that began in 2009. Planning has already begun for the next phase of the Port’s rail capital construction program, which may include planning for major rail capacity improvements to serve proposed port terminal facilities in Coos Bay. Position Overview The Port is looking for the right individual to work as a member of the Port’s leadership team to oversee the planning and development of capital rehabilitation and capacity upgrade projects on the rail line. This individual will coordinate the activities of consulting engineers and planners in the preparation of plans, specifications, cost estimates, solicitation packages and contracts. The manager also will serve as the Port’s liaison with the Coos Bay Rail Link to coordinate activities, to include: developing new rail-served business opportunities, enhancing community support for rail operations, and ensuring safe and efficient rail operations. Manager may represent the Port by serving on local, state and national boards or commissions related to the freight rail transportation enhancement in Southwestern Oregon and the state, as appropriate. Requirements Applicants should have a bachelor’s degree in civil engineering, construction management, project management, planning or a related field, and experience in design, planning, implementation and/or management of rail projects. Rail system design knowledge and experience managing teams of engineers and consultants is preferred, as is experience with a variety of construction procurement and contracting methods. Skills and Abilities Applicants should have a working knowledge of rail systems, in addition to knowledge of timeline requirements and costs associated with construction projects. Position requires excellent verbal and written communication skills, and ability to operate office automation equipment and applicable software applications. License and Bonding Requirements Valid driver's license and insurable by Port’s insurance provider; must be bondable.
