Basic Function
Responsible for the management and performance of activities related to Train Control design, construction, and testing for the Systems Project Engineering group within Metro's Program Management Division.

Example Of Duties
• Prepares Project Engineering Train Control Systems group work plan and administers the group’s work for compliance with authorized budget and schedule
• Coordinates with other Engineering Directors to plan and prioritize the Department’s work and to assign staff to each project
• Directs the activities of Project Engineering Train Control Systems group to monitor and review the work of consultants, cost and schedule proposals, negotiations, and development of consultant work plans
• Develops work scopes and negotiates consultant services contracts and contract changes; coordinates and supervises consultants’ engineering design activities
• Directs engineering activities related to major rail and other fixed guideway projects, including underground and at-grade stations, tunnels, and aerial structures
• Directs coordination with other engineering activities such as Civil, Track, Mechanical, Electrical and Rail Systems for regulatory compliance
• Directs engineering activities related to the design and construction or modification of Rail Train Control Systems
• Evaluates system’s manufacturers recommended component overhaul schedules and best industry practices in Train Control system maintenance
• Assures that state-of-the-art engineering approaches are applied during design and construction of engineering projects and work complies with Metro Standards and Criteria
• Ensures work complies with federal and state laws, regulations and rules
• Assists in planning, developing and implementing departmental policies and procedures and recommending improvements
• Assists in establishing and implementing Construction Project Management’s goals and objectives
• Prepares and presents reports to management and Board of Directors
• Confers with Metro management, staff, government officials, contractors and consultants regarding engineering matters relating to systems improvements
• Supervises a staff of directors, managers, Professional Engineers, and Consultants
• Communicates and implements safety rules, policies, and procedures in support of the agency’s safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
• Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment
• Bachelor's degree - Electrical Engineering or related field
• 5 years’ management-level experience in Train Control design and construction of major public agency transit projects
• Professional certificates/licenses: State of California registration as a Professional Engineer is desirable

• Theories, principles, and practices of Train Control engineering for design and construction, of rail transit systems
• Systems Integration, Testing, Commissioning and Rail Activation
• Contemporary Train Control construction methods, equipment, material and construction costs
• Rail Operations and support requirements for Train Control and Rail Systems
• Train Control system interface requirements to Rail Electrification, Communications & other rail systems
• Public agency procurement procedures and contract administration
• Modern management theory

• Plan, organize and direct the overall functioning of an engineering department
• Manage engineering planning, design and construction
• Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets and labor/management agreements
• Prepare comprehensive reports and correspondence
• Interact professionally with various levels of Metro employees and outside representatives
• Exercise judgment and creativity in making decisions
• Determine strategies to achieve goals
• Establish and implement policies and procedures
• Plan financial and staffing needs
