Safety and Security Manager

Position Description:

This fulltime position will be responsible for the management of the Safety and Security Management Plan (SSMP) and safety and security requirements of the Walk Bridge Replacement Program. Detailed technical knowledge is required of the FTA “Safety and Security Management in Rail Transit Projects”, the requirements of FTA Circular 5800.1 and its applications; and a working knowledge of the FRA Code of Federal Regulations 49 CFR Part 200, FTA Code of Federal Regulations, 49 CFR Part 670 and 674 and OSHA 29 CFR 1910 and 1926. The incumbent will have reporting responsibility to the Program Manager of the WALK Bridge Replacement Project.

Position Responsibilities:

This Railroad Safety and Security Manager position is responsible for management and oversight of the Walk Bridge Program compliance with applicable FTA, FRA, and CTDOT safety and security regulations, rules, and procedures.

Duties of the Safety and Security Manager include;


• Manage to completion the Safety and Security Hazard Management and Certification process of the Walk Bridge Replacement Program in accordance with FTA requirements as well as requirements from the FRA;
• Manage the Safety and Security Certification Committee (SSCC), as the chairperson, and the Fire Life Safety and Security Committee (FLSSC) as the chairperson in overseeing review and approval of the safety and security certification processes and documents in accordance with the project scope and schedule; comply with the committee charters; record and provide minutes of the SSCC and the FLSSC
• Review for approval and manage the Preliminary Hazard Analysis, other Program hazard analyses as required during the design and construction of the Program for safety and security certification. Meet with designers and contractors to resolve open issues from the analyses;
• Review for approval and manage the Threats and Vulnerabilities Assessment during the design and construction of the Program for safety and security certification;
• Ensure the timely completion of applicable FTA and FRA documents/manuals required prior to the startup of revenue service in ‘new construction’ territory as part of the safety and security certification;
• Partner with Contractors and their designated safety officers and outside agencies in administering the System Safety Program and other safety matters through the SSCC, safety meetings, programs, and initiatives, and maintaining reporting requirements;
• Oversee the development and manage the Safety and Security Certification Plan (SSCP) which is prepared by the Safety Certification Specialist, and the safety and security checklists for project certification; review checklists verifying they comply for certification; closeout in accordance with FTA regulations through writing the Final Safety and Security Verification Certification Report and submitting it to the PM for transmittal to the FTA;
• Oversee the update and management of the Safety and Security Management Plan (SSMP), as required by progress of the project.
• Initiate, facilitate and participate in meetings with DHS, MNR personnel and outside agencies regarding safety and security matters;
• Review specifications for safety standards and provide guidance for the development, implementation, and instruction of the Contractors’ pro-active safety programs and safety management system;
• Interact with CTDOT personnel and MNR on safety and security-related matters;
• Coordinate with emergency responders for start-up training and exercises;
• Review the Testing Plan and provide integrated safety tests that may not be included;
• Support Program Manager on safety and security issues as required.

Education and Experience Required:

• Applicant must possess a Bachelor Degree in safety, environmental science, civil engineering, Transportation or a related technical discipline; a minimum of ten years’ work experience in safety and security hazard management and certification in rail transportation or construction is required.
• Candidate must possess demonstrated working knowledge of FTA Circular 5800.1, 49 CFR Part 200-299 and FTA 49 CFR 670 and 674; knowledge of OSHA regulations are essential. Qualifications on railroad operating rules, such as NORAC or NORAC-based Operating rules of Major Class 1 railroads will be considered a strength.
• Applicant must be proficient in MS Office Suite, specifically: MS Excel, MS Word. Project management software experience is a plus. Position requires proven competence in the use of a computer.
• Professional safety designations desired, but not required.
• Candidate must possess proficient written and oral communication skills, demonstrated leadership, and can create and delivering presentations to all levels of the organization.
• The reporting location for this position is New Haven, CT.
