Current Assignment

The Maintenance & Engineering (M&E) Department is recruiting to fill a vacant Employee Development Specialist (EDS) position. The incumbent for this position will be responsible for developing and delivering training programs covering the safe operation and maintenance procedures for District equipment utilized within the Way & Facilities Maintenance area (.e.g., Track & Structures).

The primary function of the incumbent is to provide on-the-job training to Track and Structures employees including CPUC Certification and Regulatory Compliance Training. However, other related training duties may be assigned as needed. In addition, the incumbent will be exposed to physical work in the following field environments (e.g., wayside, trackway, underground, inclement weather, and climbing on and off equipment).

The successful candidate in this selection process will demonstrate proficiency in the following areas:

- Experience in and knowledge of Track & Structures equipment operation and maintenance

- Skill in conducting training sessions, developing audio-visual materials, and assessing the results of instructional programs

- Ability to monitor and evaluate performance standards

- Ability to write a variety of technical, instructional, and other written materials.

Essential Job Functions

1) Acts as a subject matter expert in the assigned areas of instruction.

2) Delivers training programs for specialized on-rail maintenance equipment such as automated multifunctional Switch and Production Tamper/liners, Ballast Regulators, Production Rail Grinders, Locomotives and Rail Car equipment, Rubber Tire/ Rail Borne Vehicles, Light/ Heavy duty type Trucks, Loaders, Mobile Cranes, Forklifts, Man lifts, Aerial Truck type lifts, Commercial Vehicles and General Safety related equipment training.

3) Develops and administers District certification programs, administers oral, written and practical tests to assess effective training for regulatory and non-regulatory certification.

4) Researches, analyzes, and identifies specific training needs to support district activities and goals.

5) Selects appropriate methodology, lesson and plan development, instructional materials, student handouts; and schedules and coordinates training programs and activities.

6) Prepares classroom environments and provides classroom and performance-based field training using various instructional techniques.

7) Writes technical materials, creates drawings or schematics to support training programs.

8) Maintains effective communication with trainees, instructors, and department personnel in the course of business to achieve District training techniques.

9) Provides Accurate and timely preparation of documentation.

10) Maintains records and technical knowledge within the current assignment, prepares reports of work performed.

11) Provides hands-on instruction for the development of skill competency.

Minimum Qualifications


An Associate degree with major course work in education, counseling, or a related technical field from an accredited college.

Three (3) years of (full-time equivalent) verifiable experience in assessing training needs,

developing instructional materials, and providing training to adults; OR three (3) years of (full-time equivalent) journey level experience in the skill area to be trained, which must have included at least one (1) year of experience in instructing or training others.

Additional qualifications are required for Employee Development Specialists assigned to designated areas.


Additional experience in assessing training needs, developing instructional materials, providing training to adults, or in the skill area to be trained (as described above) may be substituted for education on a year-for-year basis. An Associate degree is preferred.

Way and Facilities Maintenance Only Requirements:

Must currently possess a valid California class (A) commercial driver license with the appropriate class and endorsements with no restrictions

Must possess a valid California driver license with the appropriate class and endorsements with no restrictions for a Class (A) commercial vehicle and current medical examiners certificate to establish eligibility for this position during the ninety (90) day probationary period.

Other Requirements:

Must possess a valid California driver's license and have a satisfactory driving record.

May be required to work occasional off-hours shifts to administer training programs.

Must be physically able to stand for extended periods of time and lift audio visual equipment and training materials weighing up to 50 pounds.

Must be physically able to climb on/off equipment.

Must be physically able to work in inclement weather.


District certification as an Employee Development Specialist will be required and certification will cover areas as needed.
