Responsible to direct and control the Positive Train Control (PTC) Workgroup (labor, material, equipment, third party contracts, and design) to ensure compliance with the 2008 Rail Safety Act.  This position will be directly accountable for the Metro-North in supporting the development of office, wayside, radio and backbone communication systems as well as the modifications to operating rules, training and implementation of the signal system necessary to be compliant with the PTC rule.  Upon completion of the PTC project, this position will be responsible for the Communications and Signal system maintenance operation of PTC systems.



-Provide leadership, engineering, design and support of all wayside and onboard PTC system and interfaces to existing mainline signal systems.

-Assist in both the Design and Construction Phase of Projects by providing cost and schedule estimates, preparing project plans, coordinating the project design team.  Review and approve design submittals, drawings, site plans and design changes.

-Coordinate activities between the various groups (Communications, Control Systems, Operations Services, M of E, GCT, Track and Structures, CTC and Communication Systems contractors) and facilitate design, construction, testing and commissioning of the new systems.

-Draft, review and approve technical specifications.

-Draft material specifications and coordinate material procurements.

-Evaluate, update schedule and track progress and cost status.

-Report on project's status and initiate corrective action to achieve project objectives.

-Provide a lead in supporting Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations.


-Strong oral and written communication skills.

-Strong knowledge of wayside cab signal and advanced technology and system configurations.

-Strong knowledge and experience in the integration of digital networks.

-Knowledge of telecommunication copper and fiber plants.

-Strong working knowledge of Microsoft Office and/or comparable applications.

-Ability to develop and manage the service and equipment database inventory.

-Strong analytical skills in order to analyze new and existing products, equipment and/or procedures.

-Must be able to recommend improvements or replacements to better support the voice and communications systems.

-Must be able to work in a high-profile/high-pressure environment.

-Strong interpersonal skills with the ability to interact with internal departments and outside agencies.

-Must be able to implement and participate in Metro-North Railroad's Priority One Safety Program

-24-hours 7 days availability required.

-Must have a valid driver's license.


-Bachelor's Degree in Electrical or Computer Engineering.

-Seven (7) years experience of vital and non-vital signal system hardware and software including both relay, and microprocessor technology.

-Seven (7) years design engineering/maintenance of CTC, Power Control Systems and Communications Systems.


-Professional Engineering License.

-Experience with LAN/WAN configuration and Maintenance.
