Position Objective

This position is directly responsible to manage the training for all C&S agreement employees as well as manage the operation of the North White Plains Repair Shop and regulatory inspections. Perform complex supervisory and technical duties to direct and coordinate work of employees engaged in developing and delivering technical training, testing, procedures, calibration, repair, and material. Exercise a high degree of initiative and judgment in planning and scheduling work.

           

Responsibilities

Major Responsibilities/Accountabilities:

Responsible to manage the mission critical activities for the North White Plains Training and Repair Shop engaged in Training, Testing, Design, Manufacturing, Repairing and Material for the C&S Department.

 

Assure the adequacy of training material, test plans, and test procedures.

 

Perform environmental and electrical testing to ensure units meet specifications.

 

Analyzing requirements of units to develop training and testing concepts.

 

Work with the FRA / NYSDOT / CDOT / APTA / AREMA committees and ensure compliance to existing and future FRA regulations.

 

Provide engineering resources for failure analysis of vital wayside apparatus and systems.

 

Develop and review both company and customer contracts and specifications.

 

Review equipment requirements and specify test equipment types and models for testing.

 

Develop and review Acceptance Test Procedures (ATP¿s) and Test Programs for compliance with test requirements.

 

Perform First Article Testing (FAT) on new equipment to ensure it meets OEM and MNRR specifications.

 

Design, develop, test, and manufacture equipment for the signal system and perform complex testing and troubleshooting on existing equipment.

 

Assist in both the Design and Construction Phase of the Project by providing cost estimates, coordinating the project design team.

 

Provide a lead in supporting Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations.

           

Required Qualifications

-                 Strong oral and written communication skills.

-                 Strong knowledge of relay testing procedures and test equipment.

-                 Strong knowledge of training processes, procedures and curriculum.

-                 Strong working knowledge of Microsoft Office and/or comparable applications.

-                 Develop and manage service and equipment database inventory.

-                 Strong analytical skills in order to analyze new and existing products, equipment and/or procedures.

-                 Must be able to recommend improvements or replacements to better support the signal systems.

-                 Must be able to work in a high-profile/high-pressure environment.

-                 Strong interpersonal skills with the ability to interact with internal departments and outside agencies.

-                 Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program.

-                 24-hours 7 days availability required.

-                 Must have a valid driver's license.

           

Required Education/Experience

Bachelor's degree in Mechanical or Electrical Engineering.

 

Minimum seven (7) years' experience of vital and non-vital signal system hardware and software including both relay, and microprocessor technology.

 

Minimum seven (7) years of management experience with increase responsibility in the field of engineering.

 

Minimum five (5) years engineering experience managing projects and subordinates.

           

Preferred Education/Experience

-Professional Engineering License.

-Master's Degree In Engineering or Education.

           

OTHER INFORMATION: This is a safety sensitive position and subject to toxicological testing.
